THE MINISTRY OF FINANCE AND NATIONAL PLANNING HAS BEEN CITED OF
MAKING UNSUPPORTED PAYMENTS TOTALING OVER TWO BILLION KWACHA IN THE LATEST EDITION OF THE AUDITOR GENERAL’S REPORT.
AN EXAMINATION OF ACCOUNTING AND OTHER RECORDS MAINTAINED AT THE MINISTRY HEADQUARTERS HAS REVEALED THAT:
THE PAYMENTS OF OVER 51 VOUCHERS WERE NOT SUPPORTED BY DOCUMENTS SUCH AS ACQUITTAL SHEETS, INVOICES AND RECEIPTS CONTRARY TO THE FINANCIAL REGULATIONS NUMBERS 45 AND 52.
THE REPORT FURTHER CITES THAT MINISTRY OF FINANCE HEADQUARTERS OF NON-RETIRING OF IMPRESTS AMOUNTING TO OVER ONE BILLION KWACHA.
THE 2009 REPORT FURTHER SHOWS THAT THEY WERE IRREGULAR TRANSFERS OF FUNDS TO THE REVOLVING FUND TOTALING OVER 6 BILLION KWACHA TO THE ACCOUNT FROM CONTROL 37.
AND CONTRARY TO THE TERMS AND CONDITIONS OF SERVICE, RECOVERIES IN RESPECT OF OVER ONE BILLION KWACHA WERE PAID OUT AS LOANS AND ADVANCES DURING THE PERIOD UNDER REVIEW.
