THE MINISTRY OF FINANCE AND NATIONAL PLANNING HAS NOT RELEASED THE FINANCES THAT HAVE BEEN ALLOCATED TO THE ELECTORAL COMMISSION OF ZAMBIA FOR ITS PROGRAMMES.
AND THE ELECTORAL COMMISSION OF ZAMBIA (ECZ) HAS MAINTAINED THAT THE COMMISSION IS NOW FINANCIALLY CONSTRAINED.
IN AN INTERVIEW WITH RADIO PHOENIX, ECZ PUBLIC RELATIONS MANAGER CHRIS AKUFUNA SAYS THE COMMISSION IS STILL BEING OWED COLOSSAL SUMS OF MONEY AND BECAUSE OF THIS MANY OF ITS PROJECTS HAVE BEEN AFFECTED.
MR AKUFUNA SAYS THE FINANCIAL CONSTRAINTS HAVE RESULTED IN THE COMMISSION ACCRUING ARREARS FOR THE OCTOBER AND NOVEMBER ALLOWANCES OWED TO REGISTRATION OFFICERS.
HIS COMMENTS COMES IN THE WAKE OF COMPLAINTS FROM SOME REGISTRATION OFFICERS WHO CARRIED OUT THE CONTINUOUS VOTER REGISTRATION THAT THEY STILL HAVE NOT RECEIVED THEIR MONEY.
AND AN ASSISTANT FIELD OFFICER FROM NDOLA WHO WAS INVOLVED IN THE JUST ENDED CONTINUOUS VOTER REGISTRATION EXERCISE SAYS THEY ARE YET TO BE PAID OVER TWO WEEKS FROM THE TIME THE PROCESS ENDED.
THE OFFICER WHO SOUGHT ANONYMITY SAYS THE OFFICERS HAVE BEEN TO THE COUNCIL OFFICES,ONLY TO BE FURNISHED WITH INFORMATION THAT THAT THEIR MONEY HASN’T YET BEEN RELEASED BY THE MINISTRY OF FINANCE AND NATIONAL PLANNING.
THE CONTINUOUS VOTE REGISTRATION EXERCISE BY THE ELECTORAL COMMISSION OF ZAMBIA CAME TO AN END ON 30TH NOVEMBER 2010.
